Collier county is located in southwest Florida. There are two local municipal police departments within the county, Marco Island and Naples. The pilot uses a stop watch to clock motorists and then sequences the vehicles down to a trooper on the ground who pulls the driver over.

There were over 27,000 speeding citations issued in Collier County in 2007. Overall, there were almost 54,000 non-criminal moving violations issued by Collier County law enforcement. In addition to non-criminal violations, local law enforcement arrested over 1500 people for DUI in 2007. Most of these arrests were made by the Collier County Sheriffs Office.
